The ITC is considering whether there should be a readjustment in the proportion of qualifying revenue payments that the licensees would pay to the Treasury. To be worthwhile, the calculation of the digital dividend will take into account the number of homes which can receive the ITV digital service.

The information which the ITC gave on its website about free-to-view satellite services was in good faith and reflected the position as it stood at the time. They had no advance knowledge that the BBC would withdraw its support for the free-to-view card scheme, and they changed their advice when they received clarification from the parties involved. The ITC can fully understand how viewers are feeling.
