Hi if its any help, I think only certain Samsung Tv's are affected, those being the high end one's ie QLED,
I have the same problem as you. I live in South LondonCrystal Palacetransmitter. I have other tv's in the house, LG, Sony, Panasonic, all retuned successfully.
I went to my local Samsung dealer this morning the QLED in the shop wasn't able to receive the channels after a retune, but one from the MU7000 range was. Contacted Samsung support this morning who are based in the Phippines, useless! Hold fire on the new aerial I doubt you'll need it, hope this helps!
